Bike packing cargo cages abound.  Most of them are decent.  The Widefoot Cargo Mount is an Analog trifecta:  looks nice, US made, good colors.  Strap a nalgene to it with Voile straps, a bivy sack or light sleeping bag, or just a 40 oz of O'Douls.  Secure  frame usings stainless M5 bolts and the triple bottle bosses on your frame or fork.  You can get away with mounting this to a two bolt boss program, but don't load it way up.  Let's say 3 lbs max.  Slots and multiple mounting holes make placement optimization a breeze.  And that purple... whew.  Hotter than Rod Stewart circa Foot Loose and Fancy Free.
